The U.S. Government in partnership with the Government of the Democratic Republic of the Congo has an ongoing program commonly known as Formation Continue Des Cadres (FCC), to train Congolese military officers in Basic Staff operations. Camber Corporation under contract with the U.S. State Department has trained approximately 1500 officers since February 2006. This training involves an eight-week course focusing on brigade, battalion staff operations, company level leadership, military decision making process, human rights, humanitarian law, law of land warfare, civil military operations, information operations, the eight elements of combat power, other military related subjects, and practical exercises both in the classroom and in the field. An assessment was conducted of FCC graduates assigned throughout DRC between March and August 2010 with the following objectives:
· Assess training effectiveness
· Determine if modifications are needed for future courses
· Determine how and where FCC trained officers are being used
· Provide possible input for future Training Strategy Conferences
Provide feedback to US and Congolese Government Officials
